Gent.&nbsp;<span><span><span><span>Vanaf januari 2020 bereikt het Jobteam Gent haar deelnemers&nbsp;door een nauwe samenwerking met een breed netwerk aan toeleidende organisaties en de aanwezigheid op verschillende vindplaatsen in de stad. Samen met tal van sociale- en wijkorganisaties gaan zij op zoek naar Gentenaars in een maatschappelijk kwetsbare positie.</span></span></span></span></span></span></span></span></span></p>\n\n<h3><span><span><span><span><span><span><span><span><span><span><span><span><span>Intensieve en laagdrempelige dienstverlening</span></span></span></span></span></span></span></span></span></span></span></span></span></h3>\n\n<p><span><span><span><span><span><span><span><span><span>Een outreachende aanpak staat hier centraal: de arbeidsbegeleiders stappen zo in de leefwereld van de werkzoekenden. Op die manier kunnen zij een laagdrempelige, intensieve en aanklampende dienstverlening voor de deelnemers garanderen. Werk- en welzijnsvragen worden in verwevenheid aangepakt. </span></span></span>De focus ligt niet alleen op werk, maar op welzijn in het algemeen.&nbsp;<span><span><span>Naast de individuele begeleiding voorziet het project ook ondersteunende werkgerelateerde modules, taalcoaching en -ondersteuning, onderwijs- en opleidingsbemiddeling, arbeidsmarktori\u00EBntatie en competentiescreening.</span></span></span></span></span></span></span></span></span></p>\n\n<h3><span><span><span><span><span><span><span><span><span><span><span><span><span>Lovende woorden van ESF</span></span></span></span></span></span></span></span></span></span></span></span></span></h3>\n\n<p><span><span><span><span><span><span><span><span><span>Dit project werd door Dienst Werk ingediend bij Het Europees Sociaal Fonds (ESF). Dat is het belangrijkste Europese instrument om werkgelegenheid te ondersteunen, mensen aan beter werk te helpen en te zorgen voor eerlijkere arbeidskansen. De jurycommentaar op dit ingediende projectvoorstel was dan ook zeer 1</span></span></strong></h3>\n\n<p><span><span>In de eerste fase binnen (Re)-Activate werd geanalyseerd wat nodig is om niet-beroepsactieven te laten deelnemen aan verschillende opleidingsacties die zullen worden uitgewerkt voor werkzoekenden. Dit doet de Stad Gent samen met sector- en vormingsfondsen, werkgevers, sociale partners, arbeidsbemiddelaars en de andere partners van Gent, stad in werking. Daarnaast werd ook gekeken naar welke ondersteuning nodig is bij werkgevers om duurzaam aan het werk te kunnen. Op welke ondersteuning, opleiding, advies, begeleiding kunnen zij beroep doen en hoe maken we die toegankelijk voor hen?</span></span></p>\n\n<h3><span><span>Aan de slag</span></span></h3>\n\n<p><span><span>Het tewerkstellingstraject focust in de eerste plaats op de <strong>de instroom</strong> (toeleiding, matchen, screenen) enerzijds, en op <strong>de werving en selectie</strong> (begeleiding en ondersteuning van werkgevers en sectorfondsen) anderzijds.<span> Voor het luik <em>opleiding, ondersteuning en onthaalbeleid</em> werden geen nieuwe zaken ontwikkeld, maar wordt beroep gedaan op het bestaande of het te ontwikkelen aanbod in de Gentse regio. Wel wordt dit aanbod actief ontsloten voor de werkgevers en inventariseren we waar er nog bijkomende noden zijn.</span></span></span></p>\n\n<h3><span><span><strong>Met behulp van via-via-werving </strong></span></span></h3>\n\n<p><span><span>Om vacatures bij verschillende knelpuntvacatures in te vullen, wordt beroep gedaan op de werknemers binnen een bedrijf of sector. regio, een primeur in Belgi\u00EB. Open Hiring\u00AE is een innovatieve rekruteringsmethode afkomstig van Greyston in de Verenigde Staten, die momenteel getoetst wordt door Start Foundation in Nederland. En dankzij een partnerschap van Divergent, Stad Gent, Unizo Oost-Vlaanderen en Antwerp Management School, komt Open Hiring\u00AE naar Gent.</p>\n\n<p><em>\u201COpen Hiring houdt in dat je, als je wilt werken, gewoon aan de slag gaat. Zonder sollicitatiegesprek, cv of bemoeienis van de overheid. Iedereen is welkom, ongeacht wat je in het verleden hebt gedaan, je opleiding of ervaring. We hebben allemaal zo ons eigen verhaal. Het enige wat telt, is wat je vandaag wilt en komt doen, wat je nu waarmaakt. Zonder vragen.</em></p>\n\n<p><em>We sluiten in het werving-en-selectieproces bewust en onbewust veel mensen buiten. Open Hiring geeft de gebruikelijke vooroordelen en twijfels geen ruimte. Als werkgever zet je de mogelijkheden van de mens op \u00E9\u00E9n en verbind je je aan de lokale gemeenschap waar je onderdeel van uitmaakt. We beginnen met een haalbaarheidsonderzoek, waarbij we concreet nagaan onder welke vorm Open Hiring toepasbaar is in Belgi\u00EB (vb. voor welke functies, onder welke arbeidscontracten, met welke ondersteuning,\u2026). In januari 2021 testen we deze rekruteringsmethode uit bij een aantal werkgevers in de Gentse regio. Onze doelgroep betreft \u00E9\u00E9n van de belangrijkste arbeidsreserves van Gent, namelijk laaggeschoolde werkzoekenden met een migratieachtergrond. Hiervoor is er een nauwe samenwerking opgezet met VDAB in Vlaanderen en met Forem in Walloni\u00EB.</p>\n\n<p>Het fonds werkt, naast de voornoemde publieke organisaties, ook nauw samen met <a href=\"https://www.werk.be/online-diensten/opleidingsfonds-dienstencheques\">andere opleidingsverstrekkers</a> die eveneens erkende externe opleidingen aanbieden voor de sector.&nbsp;Deze opleidingen zijn erkend door het federaal opleidingsfonds voor de dienstencheques, die tussenkomt in een <a zogenoemde niet-beroepsactieven. Onderzoek toont in Gent enerzijds een relatief lage vertegenwoordiging van vrouwen met een migratieachtergrond. Anderzijds blijkt dat deze vrouwen vaak reeds over sterke digitale skills beschikken. We denken dat IT-jobs de nodige flexibiliteit bieden om bestaande drempels naar werk (bv. zorg voor gezin) te overbruggen. We stellen tegelijkertijd een groeiende vraag naar digitale vaardigheden vast, in alle sectoren, voor diverse jobs.</p>\n\n<p>Voka Oost-Vlaanderen biedt met <strong>DIG IT</strong> een antwoord op de vraag naar <strong>geschoold digitaal talent</strong>. Niet-beroepsactieve vrouwen met een migratieachtergrond uit het Gentse willen we samen met onze partners via outreaching vinden \u00E9n overtuigen om een opleiding tot junior webdeveloper te volgen, met aangepaste coaching.</p>\n\n<p>Vervolgens faciliteren we de weg naar werk door hen in contact te brengen <strong>met werkgevers met IT-vacatures in de sectoren ICT, industrie, bankwezen, communicatie,\u2026</strong><br>\nStages effenen daarbij de weg naar werk. We begeleiden ook de werkgevers bij het overbruggen van eventuele drempels. Zo worden de jobs <strong>duurzame jobs</strong>.</p>\n\n<p>Voka Oost-Vlaanderen neemt binnen dit ESF-project de rol van promotor op en begeleidt de werkgevers. Partner BeCode benadert de doelgroep en verzorgt de opleiding tot junior webdeveloper.
