This was one of the first / fulling mills to be built in Rossendale. Such mills / were already in existence at Rochdale and local / weavers had to send their woollen cloth to them / over the moorland packhorse routes. The activities / of the chapmen delivering and collecting cloth to / and from Rochdale were much reduced by the / construction of mills like Higher Mill in this valley / Although only a small number of people / worked at Higher Mill the Turners controlled a / large number of spinners and weavers working in / their own homes. A son of one of the Turners who / built Higher Mill was William Turner (1793- / 1852). He owned a number of mills in Helmshore / and made a big contribution to the development / of the place by building houses and contributing / substantially to the construction of the church. / Towards the end of his life he played an active / part in bringing the railway to Helmshore. The / building of the viaduct made it necessary to / demolish the east end of Higher Mill and it seems / that William Turner made substantial improvements / to the mill during this upheaval. / For about the last century of its commercial / operation Higher Mill was run by the Whittaker / family. Relatively little modernisation was carried / out during this period, but electricity was / introduced and the waterwheel was subsequently only / used to drive the stocks. Some work was carried / out on the wheel bearings and the internally / toothed rim gear just before the war but in 1954 the / drive to the stocks failed.
